Navarra scored 105.43 points in the Spanish National Statistics Institute’s Multidimensional Quality of Life Index, compared with a national average of 101.74, keeping the top spot it has held since 2008.
Ahead of La Rioja and the Basque Country
The Spanish National Statistics Institute (INE) has published its Multidimensional Quality of Life Index (IMCV), based on 2025 data. Navarra once again tops the ranking with 105.43 points, up 0.31 on the previous year. It is followed by La Rioja, with 104.30 points, and the Basque Country, with 104.12. Navarra has also improved for three consecutive years, reaching some of the highest values in the series.
Leading across almost every area
The index combines 55 indicators grouped into nine dimensions. Navarra ranks first in three of them: leisure and social relationships, environment, and overall life experience. It ranks second for material living conditions, employment and education, and fourth for health. Its widest lead over the Spanish average is in the environment dimension, at 6.6 points.
A strong case for attracting talent and investment
The results confirm Navarra as a region that combines a strong economy, quality employment, a good education system and an outstanding natural environment. This is a key competitive advantage for companies looking to attract and retain talent.
