The industrial ecosystem of Navarre is seeking market-driven solutions to maintain its leading position in the Circular Economy

European Circular Innovation Valley

Over 200 participants representing companies, clusters, technology centres, and sectoral associations attended a professional event held within the framework of the European project European Circular Innovation Valley (ECIV), in which the region of Navarra acts as lead partner. Speaking to the audience, Mikel Irujo, Regional Minister for Industry, Ecological Transition and Digital Business, highlighted Navarra’s strong position in the “new market niches” emerging as a result of green and digital transition policies being developed across Europe.

“In Navarra, we have three plants dedicated to the recycling of wind turbine components that will soon be operational in Cortes, Sangüesa and Falces,” Irujo noted. He also stressed the region’s shift towards electric mobility as an outcome of circularity, and underlined the importance of continuing to move forward through strong collaboration across the industrial ecosystem.

Meanwhile, Garbiñe Basterra, Director General of Energy, Business R&D&I and Entrepreneurship, underlined the financial support to be managed by the regional administration to boost innovation projects in the circular economy field. Two calls for proposals are planned — in December 2025 and October 2026.
“With these calls, we aim to increase the technological readiness level (TRL) of innovation projects, helping them progress from TRL6 to TRL8, so they can carry out testing and demonstrations and secure the certifications needed to bring these solutions to market or expand into new niches.”

WORKSHOPS

Attendees took part in four thematic workshops focused on key circularity challenges facing Navarra’s industry: the industrialisation of circular packaging, the revalorisation of agri-food by-products, water regeneration in industrial processes, and an open space for cross-sectoral challenges.

Each workshop’s conclusions were shared at the end of the session by representatives of the relevant clusters and by Delia Sola, Director of Strategic Projects for the S4 and Entrepreneurship unit, as a starting point for future action.

This event marks another step in Navarra’s ongoing commitment to leading the development of a more competitive, collaborative, and sustainable industrial model aligned with the principles of circular economy and ecological transition.
