The Chartered Community of Navarra has reaffirmed its strategic role as a platform for European industrial innovation by hosting the international Clusters Meet Regions forum, held on 12 and 13 November 2025 at the Navarra-Baluarte Conference and Auditorium Centre in Pamplona.
Driven by the Government of Navarra, the public company Sodena and the European Cluster Collaboration Platform (ECCP), the event brought together more than one hundred representatives of industrial clusters, companies and public administrations from across Europe.
An advanced and connected industrial ecosystem
Navarra boasts a strong industrial fabric, representing approximately 32% of the region’s added value, and structured through nine active clusters that act as dynamic bridges between companies, technology centres and public administration.
These clusters cover, among other fields: automotive (ACAN), agri-food (NAGRIFOOD), clean energy (Enercluster), health (Navarra Health Cluster), audiovisual industry (CLAVNA), sustainable tourism (Hoturna), and new technological lines in ICT (Functional Print, ATANA).
Key themes: strategic autonomy, green and digital transition
Among the forum’s main conclusions, three strategic pillars stood out:
- Strengthening Europe’s strategic autonomy through economies based on regional talent and more resilient value chains.
- Accelerating the dual transition: ecological (clean energy, circular economy) and digital (Industry 4.0).
- Promoting interregional and inter-cluster cooperation as a lever to attract investment, anchor it in the territory and create new business opportunities.
In the words of Mikel Irujo, Navarra’s Minister for Industry and for the Ecological and Digital Transition:
“Industry is an essential part of our economy… Today, clusters are one of the greatest successes and strengths of our strategy. We need clusters to drive sectors forward and to strengthen the ecosystem.”
He added:
“We face many challenges… We must continue working on traditional sectors, but also open up to new ones such as aerospace, electronics, biotechnology and industrialised construction.”
Navarra, a platform for international industrial investment
The forum not only fostered the exchange of ideas and best practices, but also enabled bilateral business meetings between companies, clusters and participating regions. It also included project presentations and visits to leading technological centres in the region, such as CENER, Acciona, Polo Iris and NAITEC.
For the investment community, this environment translates into a region with:
