Navarra strengthens its role in the energy transition following the IV CITE25 held in Pamplona

On 23 October, the 4th International Congress of the Industry for the Energy Transition (CITE25) turned the region into a key meeting point for the renewable energy sector. More than 400 professionals gathered at the Palacio de Congresos y Auditorio de Navarra (Baluarte) in Pamplona to discuss the challenges and opportunities of the new energy economy.

A thriving and ambitious ecosystem

The event showcased how Navarra continues to strengthen its position as a hub for clean energy, supported by a solid industrial, institutional and research ecosystem. The President of the Government of Navarra highlighted this commitment, stating: “Navarra is the land of renewable industry.”

Key conclusions

The congress emphasised the urgent need to reindustrialise Europe’s renewable value chain, ensuring that manufacturing capacity remains in Europe while innovation also takes place here. This means reinforcing production capabilities (components, assembly and testing), promoting public procurement tools and stable incentives, and harmonising standards to achieve scale, competitiveness and strategic autonomy.

It was also underlined that infrastructure and electrical grids must evolve more rapidly to keep pace with the expansion of renewables and green hydrogen. This includes strengthening and digitalising the grid, integrating storage and demand management, and simplifying administrative procedures through one-stop windows, clear timelines and streamlined criteria.

Finally, the congress highlighted Navarra’s local supply chain — from specialised suppliers and technology centres to large developers and manufacturers — as a key competitive advantage. The combination of industrial know-how, talent, efficient logistics and strong public-private collaboration enables faster project execution, applied innovation, and scalable initiatives that have a positive impact on both the regional economy and Europe’s energy transition.
