Navarra increases its self-consumption capacity tenfold in just six years

The region currently has 220 MW installed compared to just 20 in 2019. Moreover, the number of installations has also increased fivefold, reaching 10,036. This boost has been partly due to the aid for self-consumption from Next Generation funds, to which the Government of Navarre added tax deductions. In fact, the regional government recently announced a new call for applications for a total of 2.7 million euros. The beneficiaries (both companies and individuals) will be able to combine the aid received with the tax deduction of up to 30 % established by the Navarre authorities.

Initially, Navarre was granted 12.2 million euros from the Next Generation funds for the granting of aid for the promotion and encouragement of energy self-consumption. However, due to the number of applications and thanks to the fact that the Energy Transition Service of the Department of Industry, Ecological Transition and Digital Business has been resolving the applications in the time and manner marked, it has been possible to apply for new extensions. Thus, in 2022 an extension of 12.2 million euros was granted; in 2023 two extensions were made for 13.2 million euros and in 2024 a final extension was made for 2.4 million euros.

This means that from 12.2 million euros, the budget has risen to 40 million euros. Of this figure, 35 million is earmarked for subsidies and the rest is intended to cover staff costs and the administration’s own investments. Furthermore, in view of the pace of applications for aid and the commitment to promote self-consumption, the various requests for extension made by the Government of Navarre reached 70 million euros, of which the Institute for Energy Diversification and Saving (IDAE), the body responsible for transferring funds from the European Union to the autonomous communities, finally granted 40 million euros.

On the other hand, in addition to this aid, the Government of Navarre offers tax deductions for both citizens and companies that invest in renewable energies. Specifically, the minimum deduction is 15 %, but it can reach 30 % if factors such as being a community of neighbours or incorporating storage are incorporated. These deductions are, by the way, compatible with aid for self-consumption, and those who do not receive aid will also be eligible for them.

THE RENEWABLE ECOSYSTEM OF NAVARRA

Navarre is a pioneer and European benchmark in the production of renewable energies, with a historic technological and industrial commitment that has driven the development of new global standards in wind energy.

This sector is the third most important in the region, after the automotive and agri-food industries, and has a solid industrial network made up of more than 110 companies, which represent 10% of industrial employment and generate a turnover of 4,500 million euros, equivalent to 5% of the region’s GDP. It is also the second largest export sector in Navarre, mainly in the manufacture of wind turbines and their components.

The existing dense industrial fabric covers all links in the value chain, including a large renewable energy operator, Acciona Energía, and two large OEMs: Siemens Gamesa and Nordex-Acciona Windpower.
